CPM is cost per mille — cost per thousand impressions. It is the standard way to price awareness advertising, where the goal is to be seen rather than clicked, and it is the number to compare when what you are buying is reach. Note what it prices: delivery, not attention. An impression counts whether or not anybody actually looked.
