A chemical equilibrium is dynamic, not static. Once a reversible reaction reaches equilibrium, molecules are still converting between reactants and products in both directions, at matching rates. Because those two rates are now equal, the measurable amounts of each substance stop changing, even though individual molecules keep reacting. A reaction that only ever runs one way never reaches this state.
